Every member of our leadership team plays an important role in supporting foster parents, improving children's outcomes, and building a culture where families feel valued, informed, and never alone. Our staff, local Departments of Social Services, and community partners are committed to providing the guidance, resources, and encouragement families need at every stage of the fostering journey.

Richard Kingswell
Founder & CEOFor more than 40 years, Richard has dedicated his life to helping children find safe, stable, and loving families. As the Founder and Chief Executive Officer of FosterVA and Extra Special Parents, he has helped hundreds of Virginia families open their homes to children in need while building innovative programs that strengthen foster care, adoption, and family support services across the Commonwealth.
Richard believes foster care succeeds when families are well prepared, genuinely supported, and treated as valued partners. His leadership is grounded in integrity, transparency, and a commitment to continuous improvement, ensuring every decision is guided by what is in the best interests of children. Through The Kingswell Conversations, he brings together foster parents, young people, professionals, and community leaders for honest conversations that inspire learning, strengthen practice, and improve outcomes for children and families.
Outside of his work, Richard enjoys hiking, kayaking, cooking for family and friends, watching a good film, and fostering dogs through Wolf Trap Animal Rescue. These moments help him recharge and stay connected to the values that have shaped both his life and his leadership. His greatest passion remains creating a future where every child has the opportunity to grow up in a safe, nurturing, and loving family.
Nanette Jorge LCSW
PresidentFor more than 30 years, Nanette has dedicated her career to helping children and families heal, grow, and thrive. As President of FosterVA and Extra Special Parents, she combines decades of professional experience as a licensed social worker with the personal perspective of raising five adopted children, bringing both expertise and genuine understanding to the families she serves.
Nanette believes foster parents deserve to feel prepared, supported, and valued from their very first inquiry through every stage of their fostering journey. She works closely with staff, community partners, and foster families to strengthen services, encourage innovation, and ensure every decision is guided by what is best for children. Her leadership is shaped by a deep understanding of trauma, resilience, and the power of strong, caring relationships, helping families feel confident that they will never walk this journey alone.
Outside of work, Nanette enjoys setting meaningful personal goals and combining fitness with travel. She is on a mission to complete a half marathon in all 50 states and enjoys spending time at home with her two much-loved dogs. Her determination, optimism, and compassion are qualities she brings to both her personal life and her leadership every day.
Ashleigh Barney MSW
Director of CLinical ServicesFor more than 12 years, Ashleigh has dedicated her career to supporting children, young people, and foster families across Virginia. As Director of Clinical Services at FosterVA and Extra Special Parents, she leads clinical teams throughout the Commonwealth, helping ensure every child and family receives compassionate, consistent, and high-quality support.
Ashleigh's passion for foster care is deeply personal. Having experienced frequent moves during her own childhood, she understands the life-changing impact that caring, dependable adults can have on a young person's future. That experience shapes her leadership and her commitment to ensuring foster families never feel alone. She works closely with staff, community partners, and external agencies to strengthen services, stay ahead of best practices, and provide foster parents with the guidance, encouragement, and support they need to succeed.
Known for her calm, thoughtful, and practical approach, Ashleigh helps families navigate both the challenges and the rewards of foster care with confidence.
Outside of work, she enjoys traveling, whether exploring new countries or taking weekend adventures closer to home, and spending time with her Richmond trivia team, a close-knit group of friends she considers family.
Amber Johnson-Christley M.S.
Director of Recruitment and TrainingAmber believes every foster family deserves to feel supported, informed, and encouraged from the very first conversation. She guides families through each step of becoming licensed foster parents, helping to make the journey feel clear, manageable, and rewarding while ensuring they always know they have someone walking alongside them.
With experience across many areas of the child welfare system, Amber brings a well-rounded and compassionate perspective to her work. She has supported children and families in prevention services, foster care, residential treatment, adoption, and child safety, giving her a deep understanding of the challenges families may face. This breadth of experience allows her to answer questions with confidence, offer practical guidance, and help families navigate the fostering journey with empathy and reassurance.
Amber is inspired every day by seeing children experience safety, stability, and the love of a nurturing family. She believes foster parents are among the most important people in a child's life and works to ensure every family feels genuinely valued, heard, and respected. Outside of work, Amber is the proud mum of two children and a much-loved fur baby.
Originally from Florida, she has called Virginia home for the past nine years and enjoys spending her free time exploring the mountains or relaxing at the beach with her family.
Brittany Rosa BSW
Director of AdmissionsFor more than 14 years, Brittany has dedicated her career to helping children and families build safer, stronger futures. As Director of Admissions & Family Services at FosterVA and Extra Special Parents, she serves as a trusted guide for individuals and families exploring foster care, helping them navigate the admissions process with confidence, clarity, and encouragement.
Brittany has always believed every child deserves to feel safe, valued, and loved. That belief inspires her work with prospective foster and adoptive parents, ensuring they feel informed, supported, and prepared as they open their homes to children in need. She understands that choosing to foster is both exciting and life-changing, and she is committed to making every family feel respected, appreciated, and confident that they will never face the journey alone.
Known for her patient, compassionate, and people-centered approach, Brittany creates an environment where families feel comfortable asking questions and supported every step of the licensing process. Her goal is for every prospective foster parent to feel equipped not only to welcome a child into their home but to make a lasting difference in that child's life.
Wil Brown MBA, MPA
Admissions Lead & DSS LiaisonWil Brown is passionate about helping children find safe, stable, and nurturing families where they can thrive. As Admissions Lead & DSS Liaison at FosterVA and Extra Special Parents, he works closely with local Departments of Social Services, foster families, and internal teams to coordinate referrals, admissions, and placements, ensuring every child and every family receives thoughtful, timely, and well-supported care.
Before beginning his career in child welfare, Wil proudly served for ten years in the United States Air Force, where he developed the values of service, integrity, teamwork, and accountability that continue to guide his leadership today. He understands that every placement represents the beginning of a new chapter for both a child and a foster family. He is committed to making the process as clear, responsive, and supportive as possible, helping families feel informed, respected, and confident at every step. His goal is to build strong partnerships that lead to successful, lasting placements where children have the opportunity to heal, grow, and experience the stability they deserve.
With a strong background in relationship building, systems, and regulatory compliance, Wil brings both precision and compassion to his work. He is known for balancing the practical demands of child welfare with a people-first approach that keeps children and families at the center of every decision.
Outside of work, Wil enjoys music and video production, gardening, and spending time with his family, interests that reflect the creativity, patience, and dedication he brings to his role every day.
